How do I distinguish between the three Transport Allowances, Travelling Allowance & Conveyance Allowances, and what is the current rate for these after 7th Pay commission report implementation?

Travelling Allowance

Travelling allowance is different from transport allowance/conveyance allowance because TA is paid on official travel from the headquarters to other locations, both within the country as well as outside the country. The travel could be on duty or training purpose or attending conferences as well as seminars in an official capacity.

It has components such as the daily allowance to take care of lodging bills, allowance for food and allowance for commuting from lodging/guest house to the venue of meeting/duty/training/ conference etc. traveling allowance depends upon the pay level of the officer/govt employee. It is paid only on approved official travels outside the location of normal duty.

Eligibility to travel by air by business class/ club class/economy class is restricted to certain levels and above. Similarly, class of travel by train as well as the steamer is specified based on the level of employee. Road travel by air-conditioned taxi / AC Bus is also applicable to certain levels.

Conveyance Allowance

Conveyance allowance, on the other hand, is paid every month to employees for using own vehicle for travelling from home to the workplace on duty. When an employee doesn’t own a vehicle, the allowance paid to compensate for the cost incurred in commuting to work using public transport is called as transport allowance.

In case the Govt department provides a vehicle for travel to the workplace, then the conveyance allowance/ transport allowance will not be paid. Conveyance allowance would depend upon the type of vehicle owned and transport allowance is generally a fixed amount paid per month based on the level/cadre of an employee.

Transport Allowance

Transport allowance depends upon the city/town where the employee normally works and the grade pay level of the employee. For example, a level 9 officer will get monthly transport allowance of 7200 rupees in class 1 cities such as New Delhi and 3600 rupees per month in other cities and towns as per 7th Pay Commission report.
