Before going to the details of the above-mentioned question, I want to clarify that the post-Junior Telecom officer was present (still exists) in the Department of Telecommunications (Doorsanchar Vibhag). When the Government of India made two sister companies i.e. BSNL & MTNL the same post hierarchy was adopted by both the PSUs.

Let's see the difference between these;


Earlier DoT JTO recruitment was on the state basis and minimum qualifications for the post is the graduation degree only, later on, the Department of Telecommunications started recruiting Junior Telecom officer through Indian Engineering Services. The JTO post belongs to Group B or Class II cadre and also included in the Gazetted officer lists. As it is a pure central government department and hence most secure job among all three we are discussing here

  • Pay scale 9,300 - 34,800 Grade Pay 4,600
  • 7th CPC Basic Pay: 44,900
  • Level: 7
  • Gross Salary per month: 65,000
  • Recruitment process: Indian Engineering Service Exam Plus Personal Interview


There is a lot of craze amongst the electronic communications & computer science engineering graduate as it is a mass recruiter. Like DoT, it is also a class II post but not a Gazetted cadre. The pay scale for the Bharat Sanchar Nigam limited is 16400-40500 in the E1 Grade.

Here the salary totally depends on the financial condition of the company. As the financial status of the company is not encouraging, hence the pay revision due to 3rd PRC yet to be implemented in BSNL.

  • Pay Scale: 16,400 - 40,500
  • Basic Pay: 16,400

I don't go into the much detail about the MTNL JTO as the similar to the BSNL Jr telecom officer post. The only difference is between the salary.
